Coastal Eagle Point Oil Refinery Sr E & I & C Engineer TOTAL $200 MILLION CAPEX
Westville, NJ strategically situated on the Colonial and Laurel and ELPASO pipeline networks.
Responsible for commissioning the following grass roots projects GE GT-13 25MW(Mark VII controls), ULSG (Honeywell Experian Controls, SM), AWWTPII using TDC 3000 DCS system (CL, point configuration and database, schematic building, HPM operation) and unifier loops.

Configure new instrumentation in the DCS systems. Identifying, implementing, improving, and troubleshooting new and existing advanced controls and tuning of basic regulatory control. Provide technical support for Fluid Cat Cracking, Alkylation, Continuous Catalytic Reforming, Gasoline Desulfurization, Naphtha and Diesel Hydrotreating and Sulfur Recovery and Cooker Units and all utilities. All APC loops were designed and commissioned on the TDC200/3000 Platform and Aspen DMC and Honeywell Controller. Applied engineering theory and practices to optimize production and construction processes.

Extensive OSI PI process book configuration programming on individual and total refining units for daily and monthly operation reports. The control design includes the use of product predict qualities from on-line flow, temperature and pressure measurements, with updates from online analyzer readings.
The resulting inferential quality models will overcome the performance limitations imposed by the long delay and the low on-line factor associated with the on-line analyzer readings.

It will enable control of the product qualities at one-minute frequencies for optimum performance irrespective of whether the on-line analyzer is in or out of service.

All units were controlled by Honeywell TDC 2000/3000. (CL, point configuration and database, schematic building, HPM operation) Extensive OSI PI process book application configuration Programming on all refinery process and utility units for daily and monthly operation reporting.
Key process variable monitored were % excess O2, Stack Temp, Flare gas, Charge rates, Heater efficiency and associated costs.
Crude heaters’ combustion control using available stack O2 analyzers.
Crude heaters’ combustion control using stack O2 and CO analyzers.
Crude heaters’ outlet temperature control.
CDU Overhead pressure minimization constraint pushing control.

The same controls were designed and implemented on the VDU, HDC, FCC, Reformer and unifier heater units.
General experiences of Pre-commissioning, Commissioning, start-ups, normal & emergency shutdown and turnaround in Crude Distillation unit, Vacuum Distillation Unit, Sulfur Unit, Amine Unit, Sour Water Unit, Hydro-treating Units, Hydrocracker Unit, Hydrogen plant, Delayed Coker unit, Vis-breaker Unit, Merox Unit, Distillation units, Boilers and Steam Generators.

Extensive experience with firing Heaters and Boilers using Fuel Gas system and Heavy Fuel Oil system (Pitch) with very high viscosity and very low API for the oil Burners.

Experience with pigging of Heater tubes of Vacuum Unit heaters, Hydro-treating heaters, Delayed Coker heaters.
Configured the database for the control and loop optimization and tuning of the Honeywell PKS and RTO application software and process graphics in the Bleeding ratio control using RMPCT MPC at Tank farm area including the two NIFR analyzers.

Supported daily production operations.
Participated on project teams responsible for design, construction, and operation of natural gas compressor stations, SUBSTATIONS, meter stations, liquid pump stations, and pipeline facilities.
Involvement in the estimating stage of a project to ensure that the required costs are covered.
Prepared the Construction Estimate Checklist for use by the Proposal Team.
Defined the Scope of Work for Construction, and determine all requirements to execute the Construction portion.
Gathered Project Specific Documents as required and develop a complete bid package for subcontractors.
Developed the Scope of Services for a Construction bid package, based on available Engineering documents, material take-offs, etc.
Extensive east and west end refinery turnaround experience.
Safely installed, configured, tested, calibrated, operated, troubleshot, maintained, and inspected electrical, instrumentation, and control system equipment.
Worked on LACT liquid units connected to the OSI PI and SAP software.
Supported instrumentation/electrical work maintenance planning. Fiber Optics installation and analysis.
